DEVELOPMENT DISTRICT
Notice is hereby given that the Tison’s Landing Community Development District (“District”) is scheduled to hold a Board of Supervisors meeting on Thursday, May 9, 2024 at 6:00 p.m. at the Yellow Bluff Amenity Center located at 16529 Tisons Bluff Road, Jacksonville, Florida. During the meeting, the Board is expected to consider and discuss various proposals, staff reports, and any other business which may lawfully and properly come before the Board. This Notice is given in accordance with the requirements of Sections 189.417 and 120.54(5)(b)2, Florida Statutes.

The St. Johns River Water Management District (District) hereby issues an Environmental Resource Permit (ERP) pursuant to the regulations of Chapter 373, Florida Statutes, and Chapter 62-330, Florida Administrative Code, for the following project:
Project Name: Longleaf Commercial JL Permit Applicant: Shops of Longleaf LLC Permit Number: 113098-24 Permit Issuance Date: March,14, 2024 Permit Effective Date: March,14, 2024 Permit Expiration Date: March 14, 2029
Project Location: Basin 4. The project is located at 3264 Longleaf Pine Parkway, Duval County.
Project Description:. The project includes the construction of a commercial retail development on a 3.10-acre project site. Wetland fill approved is approximately 0.48-acre, the impact is approved to be mitigated using St. Johns Mitigation Bank and Highlands Ranch Mitigation Bank, both banks located in Basin 4.
Permit Conditions: The Environmental Resource Permit is subject to certain conditions, including but not limited to:
1. Compliance with all applicable federal, state, and local laws and regulations.
2. Implementation of Best Management Practices (BMPs) to minimize environmental impacts.
3. Monitoring and reporting requirements as outlined in the permit.
4. Mitigation measures to offset any adverse impacts to wetlands, surface waters, or other natural resources.
5. Other conditions as specified in the permit.
Administrative Review: Interested parties may request an administrative hearing within 21 days from the date of this notice pursuant to Chapter 120, Florida Statutes. The procedures for requesting a hearing are outlined in Rule 28-106, Florida Administrative Code.
In accordance with Rule 62-110.106(3), F.A.C., petitions for an administrative hearing by the applicant must be filed 21 days of receipt of this written notice. Petitions filed by any persons other than the applicant, and other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 21 days of publication of the notice or within 21 days of receipt of the written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who has asked the Department for notice of agency action may file a petition 21 days of receipt of such notice, regardless of the date of publication. The failure to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the discretion of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C.
Appeals: A person whose substantial interests are affected by the Department’s action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Pursuant to Rule 28-106.201, F.A.C., a petition for an administrative hearing must contain the following information:
(a) The name and address of each agency affected and each agency’s file or identification number, if known;
(b) The name, address, any email address, any facsimile number, and telephone number of the petitioner; the name, address, and telephone number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests are or will be affected by the agency determination;
(c) A statement of when and how the petitioner received notice of the agency decision;
(d) A statement of all disputed issues of material fact. If there are none, the petition must so indicate;
(e) A concise statement of the ultimate facts alleged, including the specific facts that the petitioner contends warrant reversal or modification of the agency’s proposed action;
