COLLECTING NON-AD VALOREM ASSESSMENTS
The Florida Resiliency and Energy District (the “District” or “FRED”) hereby provides notice, pursuant to Section 197.3632(3)(a), Florida Statutes, of its intent to use the uniform method of collecting non-ad valorem special assessments to be levied by the District over a number of years to fund the cost of qualifying renewable energy improvements, energy efficiency and conservation improvements, wind resistance improvements and such other qualifying improvements as are defined in Section 163.08(4)(b), Florida Statutes (collectively, “Qualifying Improvements”) for those property owners who wish to undertake such improvements within the boundaries of the General Services District (as defined in Section 2.01 of the Charter of the City of Jacksonville, Florida (“City Charter”), which is Duval County, Florida, including the Second Urban Services District (City of Jacksonville Beach), Third Urban Services District (City of Atlantic Beach), Fourth Urban Services District (City of Neptune Beach) and Fifth Urban Services District (Town of Baldwin) (as defined in Section 2.01 of the City Charter), as well as the unincorporated boundaries of Franklin County, Florida, Nassau County, Florida, and St. Lucie County, Florida and any participating incorporated municipality, town or village within the above designated counties; as authorized by Sections 163.08–163.087 and Section 197.3632, Florida Statutes, which will allow such assessments to be collected annually, commencing in November 2025, in the same manner as provided for ad valorem taxes.
The non-ad valorem special assessments to be levied by the District are voluntary and only imposed with the written consent of a property owner wishing to finance Qualifying Improvements. COMES NOW, Respondent, David Sylvester Harris, Jr. by and through her undersigned attorney, and files this Motion to Terminate Child Support Obligation and states as follows:
1. The parties entered into an Order for Visitation with incorporated Fourth Circuit Visitation Gudileins on September 9, 1996.
2. At the time, the parties had one minor child, David Sylvester Harris, III, date of birth August 26, 1993, now 31 years old.
3. On September 20, 2011, the Court entered an Order Abating Petition to Decrease Child Support Order Suspending Enforcement and Order Reinstating Driver License Report of the Child Support Hearing Officer.
4. The Order Abating Petition to Decrease Child Support Order Suspending Enforcement and Order Reinstating Driver License Report of the Child Support Hearing Officer found that the Respondent was temporarily disabled and found that no enforcement would take place for 12 months. Further the Court abated the Respondent Supplemental Petition to Decrease child support until the Respondent was able to work.
5. Since the entry of the Order, many events have occurred that warrant the Respondent asking for the child support payments to be terminated. Specifically,
a. The parties child is now an adult and has not resided with the Petitioner for many years.
b. The parties minor child, was convicted of assault and battery on the Respondent in 2019, under indictment number 1902446 from Memphis, Tennessee.
c. Respondent has not had any contact with the son, for many years.
d. The parties now adult son is believed to be a gang member involved in serious, violent gang related activities.
WHEREFORE, Respondent respectfully requests that this honorable court order terminating his child support, due to the reason stated above.
