Notice is hereby given that the City of Atlantic Beach, Florida will receive sealed bids, submitted in DUPLICATE, at the Office of the Procurement Manager, City Hall, 800 Seminole Road, Atlantic Beach, Florida, 32233, until 2:45 pm, Wednesday, April 08, 2026, for the Multi-Year Contract for Janitorial Services at City Community Centers. Thereafter, the bids will be opened in the City Hall Commission Chamber, 800 Seminole Road at 3:00 pm.

A MANDATORY PRE-BID MEETING will be held on Wednesday, March 25, 2026, at the Commission Chambers at 800 Seminole Road, Atlantic Beach, Florida 32233 at 1:00 pm. Bids will only be accepted by those vendors that have attended this mandatory meeting. BIDDERS WILL BE REQUIRED TO COMPLETE A WALK-THROUGH OF ALL CITY FACILITIES SHOWN ON THE BID FORM, WITH THE EXCEPTION OF ONE THAT IS CURRENTLY UNDER CONSTRUCTION. YOU MAY ELECT TO PERFORM THE WALK-THROUGH AFTER THE MANDATORY PRE-BID MEETING; HOWEVER, YOU MAY NOT SCHEDULE A WALK-THROUGH PRIOR TO THE THIS MEETING. Facility Location: Swisher International, Inc. operates the existing Swisher International, Inc., which is located in Duval County at 459 East 16th Street in Jacksonville, Florida.
Project: The objectives of this project are to modify equipment used to produce Phoenix consumer products, to remove the VOC input limit, to increase the production limit, and to increase the annual VOC emissions limit. VOC, CO, and NOx emissions will increase while remaining below major source thresholds.
Permitting Authority: Applications for air construction permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an air permit is required to perform the proposed work. The Permitting Authority responsible for making a permit determination for this project is the Office of Administrative Services, Environmental Quality Division (Division). The Division’s physical address and mailing address is 214 North Hogan Street, 5th Floor, Jacksonville, Florida 32202. Project File: A complete project file is available for public inspection during the normal business hours of 8:00 a.m. to 5:00 p.m., Monday through Friday (except legal holidays), at the physical address indicated above for the Division. The complete project file includes the Draft Permit, the Technical Evaluation and Preliminary Determination, the application and information submitted by the applicant (exclusive of confidential records under Section 403.111, F.S.). Notice of Intent to Issue Air Permit: The Division gives notice of its intent to issue an air construction permit to the applicant for the project described above. The applicant has provided reasonable assurance that operation of proposed equipment will not adversely impact air quality and that the project will comply with all appropriate provisions of Chapters 62-4, 62-204, 62-210, 62-212, 62-296 and 62-297, F.A.C. The Division will issue a Final Permit in accordance with the conditions of the proposed Draft Permit unless a timely petition for an administrative hearing is filed under Sections 120.569 and 120.57, F.S. or unless public comment received in accordance with this notice results in a different decision or a significant change of terms or conditions.
Comments: The Division will accept written comments concerning the proposed Draft Permit for a period of 14 days from the date of publication of the Public Notice. Written comments must be received by the Division by close of business (5:00 p.m.) on or before the end of this 14-day period. If written comments received result in a significant change to the Draft Permit, the Division shall revise the Draft Permit and require, if applicable, another Public Notice. All comments filed will be made available for public inspection.
Petitions: A person whose substantial interests are affected by the proposed permitting decision may petition for an administrative hearing in accordance with Sections 120.569 and 120.57, F.S. Petitions filed by any persons other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the Public Notice or receipt of a written notice, whichever occurs first. Under Section 120.60(3), F.S., however, any person who asked the Division for notice of agency action may file a petition within 14 days of receipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to the applicant at the address indicated above, at the time of filing. A petition for administrative hearing must contain the information set forth below and must be filed (received) with the Office of General Counsel, 117 West Duval Street, Suite 480, Jacksonville, Florida 32202 before the deadline. The failure of any person to file a petition within the appropriate time period shall constitute a waiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and 120.57, F.S., or to intervene in this proceeding and participate as a party to it. Any subsequent intervention (in a proceeding initiated by another party) will be only at the approval of the presiding officer upon the filing of a motion in compliance with Rule 28-106.205, F.A.C.
A petition that disputes the material facts on which the Division’s action is based must contain the following information: (a) The name and address of each agency affected and each agency’s file or identification number, if known; (b) The name, address, any email address, telephone number and any facsimile number of the petitioner; the name, address any email address, telephone number, and any facsimile number of the petitioner’s representative, if any, which shall be the address for service purposes during the course of the proceeding; and an explanation of how the petitioner’s substantial interests will be affected by the agency determination; (c) A statement of when and how each petitioner received notice of the agency action or proposed decision; (d) A statement of all disputed issues of material fact. If there are none, the petition must so state; (e) A concise statement of the ultimate facts alleged, including the specific facts the petitioner contends warrant reversal or modification of the agency’s proposed action; (f) A statement of the specific rules or statutes the petitioner contends require reversal or modification of the agency’s proposed action including an explanation of how the alleged facts relate to the specific rules or statutes; and, (g) A statement of the relief sought by the petitioner, stating precisely the action the petitioner wishes the agency to take with respect to the agency’s proposed action. A petition that does not dispute the material facts upon which the Division’s action is based shall state that no such facts are in dispute and otherwise shall contain the same information as set forth above, as required by Rule 28-106.301, F.A.C.
Because the administrative hearing process is designed to formulate final agency action, the filing of a petition means that the Division’s final action may be different from the position taken by it in this Public Notice of Intent to Issue Air Permit. Persons whose substantial interests will be affected by any such final decision of the Division on the application have the right to petition to become a party to the proceeding, in accordance with the requirements set forth above.
Extension of Time: Under Rule 62-110.106(4), F.A.C., a person whose substantial interests are affected by the Division’s action may also request an extension of time to file a petition for an administrative hearing. The Division may, for good cause shown, grant the request for an extension of time. Requests for extension of time must be filed with the Office of General Counsel, 117 West Duval Street, Suite 480, Jacksonville, Florida 32202before the deadline for filing a petition for an administrative hearing. A timely request for extension of time shall toll the running of the time period for filing a petition until the request is acted upon.

The Department of Environmental Protection hereby provides notice that it has prepared a draft permit for the proposed project as detailed in the application, subject to the conditions specified in the draft permit and summarized below. The applicant, JEA, Lindsay Starner, Director of Environmental Policy and Regulation, 225 N. Pearl Street, Jacksonville, Florida 32202 applied on June 26, 2025, for a Class V exploratory well construction permit. The project is located at JEA Northwest Water Reclamation Facility, 0 Goldstar Families Parkway, Jacksonville, Florida, 32218, in Duval County (File 0462175-001-002-UC/5EX, WACS ID 108939).
The permittee will drill and construct two non-hazardous Class V Group 9 Exploratory injection wells (NWEW-1 and NWEW-2) for the purpose of evaluating the geology and hydrogeology beneath this facility for the feasibility of conversion to a Class I injection well for the disposal of reclaimed domestic wastewater treated to advanced water treatment standards from the new, unconstructed Northwest Water Reclamation Facility. The injection zone groundwater classification will be determined during the injection zone testing. The exploratory wells may not be used for injection under this permit except for a short-term injection test to evaluate the capacity of the potential injection zone. A maximum injection rate and maximum injection volume will be established under a separate construction permit if NWEW-1 and NWEW-2 are converted to injection wells. Exploratory injection wells NWEW-1 and NWEW-2 are to be drilled with a pilot hole to approximately 3,000 feet below land surface (bls) to define the Floridan aquifer system with a 20-inch casing set at approximately 1,875 feet bls. Two monitor wells are proposed to be constructed in the Floridan aquifer; shallow monitoring wells (NWSMW-1 and NWSMW-2) are proposed to be constructed to monitor the depth interval of approximately 1,550 to 1,600 feet bls. A third monitor well is proposed to be constructed in the Fernandina Permeable Zone (FPZMW-1) to monitor the depth interval of approximately 1,875 to 1,925 feet bls.
The Department has permitting jurisdiction under Chapter 403 of the Florida Statutes and the rules adopted thereunder. The project is not exempt from permitting procedures. The Department has determined that an Underground Injection Control permit is required for the proposed work.
Any interested person may submit written comments on the draft permit and may request a public meeting within 30 days after publication of this public notice. A request for a public meeting shall be submitted in writing and shall state the nature of the issues proposed to be raised in the meeting. If a public meeting is later scheduled, there will be another 30-day notice period for that meeting. Written comments or a public meeting request shall be submitted to the Department of Environmental Protection, Aquifer Protection Program, 2600 Blair Stone Road, MS 3530, Tallahassee, Florida 32399-2400, which is the office processing this permit application. All comments received within the 30-day period will be considered in formulation of the Department’s final decision regarding permit issuance.
